Hey,

so, in the rules, every ranks start with 10 jutsu within their rank and Genin start with Academic/Basic Jutsus for free. Is the academic jutsu included in the free 10 jutsu (for Genin) or the acadmic jutsus + 10 more jutsus?

The Academic jutsus are exclusive from the free ten starting jutsus, so it's academy jutsus + 10 more jutsus.

So correct me if I am wrong. All of the other ranks besides genin, have to go back and learn the techniques/jutsu?

That's right. if you're Chunin or Jounin, you can do a flashback training where you trained the basic techniques back in your character's Academy days.

Elite Jounin/Kage don't have to train them, but make sure they're included in Info Cards.
